Sub-contractors, including concrete layers, were exposed to the hazards of falling down unguarded stairwells and through penetrations in the concrete slab and scaffolding.
It was considered practicable for the defendant to have erected guarding around a stairwell, to have meshed the penetrations in the concrete slab and to have covered the penetrations in the scaffolding.
The defendant pleaded guilty. The penalty was imposed under section 22(4) of the Act.
