On 30 December 1996 a cyclone was being raised using a mobile crane and became dislodged from the support slings allowing it to fall to the ground severely damaging an elevating work platform bucket. An employee of a hire company had been standing approximately 1.5 metres away from where the cyclone landed. Mr Norwood clearly exercised judgement as the mass of the load was unknown, he was attempting to lift two components at the one time and the centre of gravity was considerably higher than where the chain slings had been attached - he carried out these duties without holding a certificate of competency as a basic rigger. |
